2011-2012 ULCT Board of Directors
The eighteen-member Board of the Utah League of Cities and Towns represents municipalities of every size and region of the state. They are elected by a nomination committee that meets each September. The duties of the board members include:
- Maintaining contact with League members within each district
- Reviewing and approving of the League's annual budget
- Participating in board meetings, retreats and conventions
- Establishing ad hoc and blue ribbon committees and appointing members of standing and Legislative Policy Committees.

Mayor Scott Harbertson, President, Farmington - President
Farmington Mayor Scott Harbertson was elected to the ULCT Board of Directors in September 2008. He's been the mayor since January 2006. He and his brother are the owners of Fasteners Distribution Company in North Salt Lake, which supplies nuts and bolts of all kinds to manufacturing companies throughout the Western States. Mayor Harbertson also serves as chair for the Davis County COG; chair for the Davis County Business Development Fund; co-chair of the Davis County Safe, Home, School, Community; and he's also a board member of the Davis Area Convention and Visitors Bureau.

Carlton Christensen, Council Member, First Vice President, Salt Lake City
Elected in November 2009 for a fourth term, Carlton J. Christensen took the oath of office on January 4, 2010 as the representative of Council District One. Carlton currently serves as the Vice Chair of the Redevelopment Agency of Salt Lake City, and has also served previously as Chair. Carlton has served as Chair for the Salt Lake City Council and Vice Chair three separate terms. Carlton was appointed to the ULCT Board-his second time-in February 2010, and was appointed to the position of second vice president in September 2010.

Council Member Caitlin Gochnour, Second Vice President, Ogden
Caitlin Gochnour has been reelected for a second four-year term on the Ogden City Council. She served as the 2010 & 2011 Council Chair. She attended the University of Utah and earned a degree in Communications/Public Relations. She was employed as a Communications Specialist for Questar Corporation. Later she served as the Panguitch Main Street Manager. Since returning to Ogden more than 10 years ago, Caitlin has been active as a community volunteer serving on numerous boards. Caitlin is married to Gregory Gochnour. They are the parents of twin boys and a girl. She is a runner and a swimmer. She also enjoys good books, indie films, old houses and digging in her garden.

Mayor JoAnn Seghini, Treasurer, Midvale
After serving four years on the Midvale Planning Commission, JoAnn Seghini became the first woman in Midvale to be elected to the city council. She went on to serve three terms on the council and she's currently serving her third term as Mayor of Midvale City. Like many public officials she also serves on numerous boards and committees, most notably she was the president of the ULCT in 1997-98, and since then she's been serving as the League's treasurer. In her private life the mayor worked for Jordan School District for 36 years, retiring as the assistant superintendent of curriculum and staff development.

Mayor Mike Winder, Immediate Past President, West Valley City
Mike Winder was elected to an at-large seat on the West Valley City Council in November 2005 and elected as Mayor in November 2009. In the private sector, Mayor Winder is the Director of Public Affairs for The Summit Group Communications and a Strategic Advisor for the City's oldest business, Winder Farms. He has also chaired the Chamber West Economic Development Committee, and was named as one of "40 Rising Stars Under 40" by Utah Business magazine. He is the author of five published books on Utah and LDS history, and in 2005 was appointed by Governor Jon Huntsman to a four-year term on the Utah Board of State History. Winder holds a Master in Business Administration and an Honors B.A. degree in History from the University of Utah. Mayor Winder is married to the former Karyn Hermansen, a native of West Valley City and a piano teacher. They are the parents of four children.

Council Member Ruth Jensen, Brigham City

Mayor Richard Harris, North Ogden City
Mayor Richard Harris and his family moved to North Ogden in 1981 and have loved living there ever since. Rich has a Bachelor of Science degree in Civil Engineering from Utah State University. His career was with the U.S. Forest Service where he provided engineering services on a number of National Forests in Utah and Idaho. He retired in 1999 after 35 years of service. He served on North Ogden's Planning Commission for 11 1/2 years, completed two terms on the City Council, and was elected mayor of North Ogden in the 2009 general elections. When not attending to city duties Rich spends his time with his family and loves to read, hike, and camp.

Council Member Jim Brass, Murray City
Jim Brass has been involved in public service for many years. In 2001 he was appointed to the Murray City Planning Commission and was later elected to the City Council in 2004. He is employed by Codale Energy and in his free time (assuming there's much left) he prefers a round of golf or scuba diving when an ocean is nearby.

Mayor Melissa Johnson, West Jordan City
Mayor Johnson's first round of elected public service was to the West Jordan city council in 2006. She was elected as mayor in November, 2009. Her public service includes membership on the city's historic preservation commission, and she was also a member of the transition team that facilitated the split of the Jordan School District. She's also been involved in the PTA, scouting, and youth soccer. Mayor Johnson and her husband are the parents of five children. She was appointed to the ULCT board in 2009.

Mayor Cherie Wood, South Salt Lake
Cherie Wood is a lifelong resident of the City of South Salt Lake, and began her career with the City 17 years ago at the front counter processing utility payments. Always accepting new challenges, she strengthened her skills through various positions with the City and in 2006 was appointed as Assistant Mayor to Mayor Robert Gray. Cherie graduated from the University of Phoenix with dual Bachelor's Degrees in Business Management and Business Administration. After a well-orchestrated, grass roots campaign that declared progress and change, Cherie Wood became South Salt Lake's first female Mayor on January 4, 2010. Mayor Wood has assembled an impressive team of department directors and as promised, has set in motion strong initiatives that will forever change the face of South Salt Lake.

Council Member Margaret Black, City of Orem
Margaret Black was appointed to the Orem City Council in January 2007 and elected in November 2007. During the thirty three years she has lived in Orem, Margaret has served in many capacities as a community leader, including Neighborhoods in Action Chair, City Housing Study and Street Lighting Committee Member, PTA President, and Orchard Park Committee Chair. As a councilmember, her current assignments are as liaison to the Orem City Transportation Advisory Commission and the Utah Valley Chamber of Commerce Board and Government Review Committee. She is a member of the ULCT Legislative Policy Committee. She was appointed to the ULCT board in 2010.

Mayor John Curtis, Provo
Provo Mayor John R. Curtis took office on January 5, 2010, bringing with him extensive business and public service experience. Prior to serving as mayor, he was a partner and the Chief Operating Officer of Action Target, a Provo based company that provides firearm training and products to police departments and military bases throughout the world.
He and his wife Sue were high school sweethearts and have been married for over 28 years. They have six children.

Mayor Rick Rosenberg, Santa Clara City
Mayor Rick Rosenberg is serving his second elected term as the mayor of Santa Clara City. Previous to that he served five years on the city council and six years on the planning commission. Rick is a graduate of USU with a degree in civil and environmental engineering. He is the founder and president of Rosenberg Associations, a full service consulting engineering and land surveying firm headquartered in St. George. He and his wife Terri have four children.
