League Board
The nineteen-member Board of the Utah League of Cities and Towns respresents municipalites of every size and region of the state. They are elected by a nomination committee that meets each September. The duties of the board members include:
- Maintaining contact with League members within each district
- Reviewing and approvidng fo the League's annual budget
- Participating in board meetings, retreats and conventions
- Establishing ad hoc and blue ribbon committees and appointing members of standing and Legislative Policy Committees.
Board Members

Councilmember Jill Remington Love, President, Salt Lake
Jill's big time public service career started in 2001 when she defeated a rather popular incumbent city councilman for the District 5 seat. She ran unopposed when her term expired in 2005. Jill and her husband Perrin are raising three young children. It should also be noted that she's currently the ULCT 1st Vice President, which means next September, she'll be the boss. When asked why she you chose to become involved in city politics she said, "I love local government; the issues are practical, not theoretical, and make a difference in our lives every single day. The scale of local government is so close to home that I feel that I have an impact. There are just seven of us on our City Council; we work remarkably well together given our political differences, and we can get things done quickly and effectively when we want to."

Councilmember Steve Fairbanks, 1st Vice President, Sandy
Steve Fairbanks made his first foray into politics in 2003 when, after much encouragement from friends and acquaintances, he decided to run for Sandy City Council. His slogan was "Vote for the Man Without a Plan" because he had no grievance, complaint, or personal agenda. Steve's pledge was to make his vote on each question based on the facts and not the emotions involved. Steve has a long history of public service in Sandy touching many aspects of city life. He has worked with business and community leaders in various settings and capacities and has seen first-hand how the city and the community can work together. Steve was recently appointed as the 2nd Vice President of the League, which means in two years he'll be the boss man.

Councilmember Mike Winder, 2nd Vice President, West Valley
Mike Winder was elected to an at-large seat on the West Valley City Council in November 2005. As a businessman, Mike Winder is vice president of Winder Farms, West Valley City's oldest business. He has also chaired the Chamber West Economic Development Committee, and was named as one of "40 Rising Stars Under 40" by Utah Business magazine. He is the author of five published books on Utah and LDS history, and in 2005 was appointed by Governor Jon Huntsman to a four-year term on the Utah Board of State History. Winder holds a Master in Business Administration and an Honors B.A. degree in History from the University of Utah. Councilman Winder is married to the former Karyn Hermansen, a native of West Valley City and a piano teacher. They are the parents of three children.

Mayor Joe Johnson, Past President, Bountiful
Joe was born in Tooele, Utah and raised in North Salt Lake. He played basketball at South Davis Jr. High, Bountiful High School and Weber State College, (now Weber State University). He met and married LaVon Stout in 1967. They have two sons and four daughters and one foster son! They are the proud Grandparents of 17 grand children with number 18 on the way in January. After graduation from Weber, Joe taught school at Bountiful High for five years, where he was head basketball coach. He then decided to try his hand at selling and landed in the insurance business in 1978 and found his niche with Corporate Benefits, Inc. in Bountiful. While at Corporate Benefits, Joe served as President of the Lakeview Association of life underwriters and was chairman on the Davis School District Foundation Board. Joe was voted Mayor of Bountiful City four years ago. Joe is currently serving on the Lakeview Hospital Board, Chamber Board, Chair of COG and BDF. He loves his family, playing golf and Bountiful City.

Mayor JoAnn Seghini, Treasurer, Midvale
After serving four years on the Midvale Planning Commission, JoAnn Seghini became the first woman in Midvale to be elected to the city council. She went on to serve three terms on the council and she's currently serving her third term as Mayor of Midvale City. Like many public officials she also serves on numerous boards and committees, most notably she was the president of the ULCT in 1997-98, and since then she's been serving as the League's treasurer. In her private life the mayor worked for Jordan School District for 36 years, retiring as the assistant superintendent of curriculum and staff development.

Councilmember Lisa Watts Baskin, Board of Directors, North Salt Lake
Lisa is a City Councilwoman for North Salt Lake and serves as the Mayor Pro Tem. She is engaged in improving the economy of NSL and beautifying the place with trees. During her legal practice, she has focused on public service, and keeps learning (often by mistake) how better to serve every day. She serves on the city's Safety Committee, and Tree City Board. At the state level, she is member of the Guardian Ad Litem Oversight Committee and Utah Constitutional Revision Commission. In her sole practice now, she engages in a lot of "neighborhood law," pro bono projects, referrals, and legislative drafting and consulting. "It's great to be an American, local is best, and less is more," she says.

Councilmember JoAnn Cowan, Board of Directors, Vernal
Jo Ann Cowan, Vernal City councilmember and ULCT board member. Jo Ann is likely one of the few elected city officials in Utah who is also on her local school board. She's also a retired school teacher, a member of the Uintah Fire Suppression Special Service District and has a keen sense of humor.
Councilmember Krista Dunn, Board of Directors, Murray
Krista Dunn was elected to the Murray City Municipal Council and took office in January 2000. She has been chosen by her colleagues to serve as the Chairman of the Council for the past seven years. She has a strong commitment to community involvement, and has served on many Boards and Councils throughout Salt Lake County. Some of these Boards include Murray City Gang Task Force, Cornerstone Counseling Center Board of Directors, Salt Lake Area Gang Project Community Advisory Board, Neighborhood Action Coalition, Utah Behavioral Health Network, and Salt Lake County Prevention Services Network. She is employed as the Grants Manager at the Salt Lake City Police Department.

Mayor Scott Harbertson, Board of Directors, Farmington
Farmington Mayor Scott Harbertson was elected to the ULCT Board of Directors in September 2008. He's been the mayor since January 2006. He and his brother are the owners of Fasteners Distribution Company in North Salt Lake, which supplies nuts and bolts of all kinds to manufacturing companies throughout the Western States. Mayor Harbertson also serves as chair for the Davis County COG; chair for the Davis County Business Development Fund; co-chair of the Davis County Safe, Home, School, Community; and he's also a board member of the Davis Area Convention and Visitors Bureau.

Mayor Neal Peacock, Board of Directors, Castle Dale
Neal Peacock is the mayor of Castle Dale City, but only in when he's not doing something related to his very busy job of being a social studies teachers at Emery County High, which also means he's in charge of the student council, the drama coach, assistant golf coach and we've heard he's also involved with the debate team as well.

Mayor Randy Simmons, Board of Directors, Providence
Randy Simmons, USU political science professor by day, mayor of Providence in his spare time. Or maybe it's the other way around. Mayor Simmons was on the city council from 1995 until 2001, when he lost his challenge to the incumbent mayor. Well, he may have been out, but he was not down, and he came back to win the mayoral election in 2005.

Councilmember Anne Tolley, Board of Directors, Mapleton
Ann grew up in Provo Utah and has a B.A. in Political Science, M.A. in Rec. Management, and J.D. this April in Law School at BYU. She is currently a student. Ann is married to Dennis Tolley and has 6 children and 17 grandchildren. She enjoys martial arts, Chinese cooking, quilting, gardening, and outdoor recreation.

Councilmember Steve Turley, Board of Directors, Provo
Steve Turley is a Provo businessman serving his second term as a City-Wide representative on the Provo Municipal Council. Steve strives to help support the businesses and supports job creation for Provo City. He lives with his family in Southeast Provo. He was appointed to the ULCT board in September 2008.

Councilmember Warren Vaughn, Board of Directors, Washington Terrace
Warren A. Vaughn serves as the Mayor Pro-Tempore of the Washington Terrace City Council and the Vice Chair of the R.D.A.. He has lived in Washington Terrace for thirteen years. He is employed with Union Pacific and attended Brigham Young University. He is a Boy Scout Unit Commissioner and Lions Club member. He was first elected to serve on the City Council in November 1999 and subsequently in 2003 and 2007. He is scuba dive certified and a former volunteer firefighter/EMT. His hobbies include hiking, prospecting, weight lifting, swimming, and working in his yard.
