Utah Benchmarking Project

The purpose of the Utah Benchmarking Project is to provide local governments with a management tool that supports their decision-making process in strategic planning, performance improvement, and service delivery efficiency. Utah City Data is a collaborative effort between Utah City Managers Association (UCMA), Utah League of Cities and Towns (ULCT), the University of Utah's Center for Public Policy & Administration, Utah State University, and Brigham Young University's Marriott School of Management.
The benchmarking project includes four pieces:
- Data collection and general project management by the University of Utah.
- An on-line system that member cities accessed by member cities use to input data. The system is also used by member cities to pull data to do their own data analysis. The system is maintained by University of Utah.
- Cluster analysis by BYU.
- Membership management by ULCT
The data collection for FY2012 (FY 7/1/2011 to 6/30/2012) will begin in late November. Collection of the data consists of two parts. The first is a survey that is completed by the city on a password protected website. Second, CPPA obtains data from other sources such as the Tax Commission and the Bureau of Economic & Business Research. This data is also entered into the on-line system. All the data fields are collected for member cities. For non-member cities, we only collect the data that are available in a format that can be easily uploaded (ie. gross taxable sales from the Utah Tax Commission).
Once the data upload is completed, the city reviews the data you enter and the data we collect. You will be sent an email in late February when your data is ready for review. In April, the Project will present an annual report at the UCMA conference. In November, the Project will present a second report on specific trends or projects.
Cameron Diehl at ULCT sends invoices for membership in November as well as an acceptable use policy. Once a city signs the agreement, the University of Utah's Sara McCormick will send you a user ID and password so you can enter data and use data from prior years.
